If you want to get admission in Anna University in any department then you have to sit in Tamil Nadu Engineering Admission (TNEA) counselling process. TNEA counselling process is done solely on the basis of 10+2 score, a merit list will be prepared by the authorities on the basis of your marks scored in 10+2. Till now cut-offs for this year is not released so I can guide you on the basis of previous year's cut-off to give an idea. According to the percentage mentioned by you in the question you have very decent chances of getting seat in ECE branch in Anna University as per previous year's cut-off which you can also check from the link given below :-

99% in 12th is incredible and definitely you can get a seat in the Anna university but you have to apply as soon as possible as only few seats are available on the basis of 12 th marks.
