So you have a CGPA of 7 in BTech Mechanical. To get admission for MS in Germany in one of the TU9s or good colleges like RWTH Aachen, you should have an equivalent number of credits in core subjects of mechanical engineering like Fluid Mechanics, Mechanics, Mathematics, etc. Every college has a different application procedure. Some do not base their intake on CGPA and some do. So it is advised to go through the MS course application procedure of the colleges you want to apply to. Other requirements are:

• GRE score ( not mandatory but helps a long way to get admission in preferred college.
• IELTS score of 5.5 or above ( for English proficiency if course is in english language) or proficiency level of B2 or C1 in German ( if course language is in German)
• Blocked account having 860 euros to show financial stability. You can apply on fintiba or Deutsche Bank
• Recommendation letter from professor (2 or 3) to increase your chance of admission
