During state counselling the AIR is put into a valid concern to provide you with the seat. If you have a reservation, then the category rank would just make sure to provide you with an advantage of procuring seat even at a farther rank.

State rank is prepared through the registered candidate which participate in state counselling or which State they had opt for 85% state quota in neet form on the basis of all india rank only. So basically State rank is prepared for the students who are participating in the state counselling. So in State counselling they consider the state merit rank only. All india rank is combined rank in whole india and state rank is for the basically students participating in counselling process of the respective State.
