According to the eligibility criteria for admission to MD Cardiology course, you need to pass 10+2 with Biology, Chemistry and physics as main subjects. You need to appear for and qualify relevant competitive examination and pursue an MCI recognised MBBS course. You need to complete internship by 31st March of the admission year.
In order to be eligible for NEET PG, you need to have MBBS degree recognised by the Indian Medical Council Act 1956. You must complete 1 year internship on or before July 31, 2022.

With reference to your above mentioned query, i would like to tell you that Yes, you can do MD in cardiology after bsc Cadiology and Thoracic Sciences. For pursuing a MD in Cardiology you need a MBBS Degree . After BSc you do the 4 and 1/2 year MBBS course. Then the one year mandated internship. After that, you should do M.D. General (Internal) Medicine.
You are eligible for NEET PG exam only if you have a valid MBBS degree fro the same. Applicants must possess an MBBS degree or a certificate recognised by the Medical Council of India (MCI) to apply for NEET PG 2022. Applicants applying for NEET PG 2022 should have a valid degree and should have completed their internship by 31st March 2022.
Further, the basic eligibility criteria fro NEET PG is given as below :
Educational Qualification - Candidates are required to possess MBBS degree or Provisional MBBS Pass Certificate recognised by the Indian Medical Council Act 1956
Certificate of Registration - Candidates must have MBBS qualification registration (permanent/provisional). This registration is supposed to be issued by MCI or State Medical Council (SMC) or Medical Council of India (MCI)
Internship - As per the eligibility criteria of NEET PG candidates must complete their one year internship on or before July 31, 2022
