Yes you can apply for admission in Delhi University in any course with the help of your caste certificate. It is completely valid. It doesn't matter if it is of UP or Delhi.
Just consider the cut off marks of the particular course in the particular college in the OBC column.

But there are sum person who told me that they don't approve it and also my school teachers told me that Delhi University had upgraded their guidelines and sc/st from any place but obc only from delhi is valid to take admission!!
Okay so the OBC certificate should be centrally valid for taking the admission also if you lie in the non creamy layer of the OBC category then also you can take admission in DU on the basis of the caste certificate.

Well, If a person's total family income is less than 8 lakhs per annum he will get a certificate of OBC non-creamy layer and he will be eligible for benefits that OBC candidates get like the relaxation of age etc.
But, if the total family income is more than 8 lakhs he is categorized as OBC creamy layer and he is not entitled to OBC benefits and it's better for such candidates to fill the form as general candidates.
Talking about how you will know if your certificate is centrally valid or not, then you have to check for the authorized stamp on the certificate, if it is of the state government like of Uttar pradesh government, then it is not centrally valid and only valid in that particular state. And if the stamp is of central government like it is written government of India then it is centrally valid.

And yes their is nothing mentioned on the certificate that its a creamy or non creamy layer because the main certificate from UP is made in 2012 and the central valid form is attached to it now !! Please guide what will i have to do

I think now it will work but you have to renew the certificate as previous year there were strict instructions that every caste certificate should not be older than one year.
So, it would be better if you get it renewed. Otherwise you can also ask at the help desk of Delhi University if there are any changes or not regarding the caste certificates.

Well it is mentioned in the certificate that it does not belongs to creamy layer and the Income is below 5 lakhs but I'm still confused although i get the central valid format printed paper form UP but still confused that I'm now registered in the Central list or not..because on that paper its also written Govt of Uttar PRADESh
And yess the du held desk dont reply im trying from days not even they replied at email even their forms are too late this year
