Hi aspirant,
To be eligible for 85 percent state reservation one needs to fulfill the required criteria set up by state authorities. The criteria for both states are mentioned below:
Chattisgarh
Aspirants must have been born in the state of Chattisgarh or domicile holders.
Candidates must have passed Class 12 from an Educational Institution affiliated to the Chattisgarh Board, or any other board recognized by the state administration.
Parent/s of the candidate must be employees of the Central Govt. or the Govt. of Chattisgarh and must be living in the state.
Jharkhand
Only local/permanent residents of Jharkhand would be eligible for the 85% state-reserved seats. Certificates for permanent residency will have to be furnished from the competent authorities.
Domicile holders of Jharkhand, who have passed Class XII from Jharkhand Board would also be eligible.
So following this you can apply in both the state counselling as per the mentioned case.

Since you are the resident of Chhattisgarh so you must be having the domicile of Chhattisgarh and for state quota counselling for state quota seats it is mandatory to have permanent domicile of that state. You have been residing in Jharkhand only from last 5 years, you must not be having permanent domicile of Jharkhand therefore you would not be eligible for counselling of state quota seats of Jharkhand but you will be eligible for state quota seats of Chhattisgarh. So you should take part in Chhattisgarh counselling for state quota seats. Chhattisgarh would be your state of eligibility for NEET UG 2022. Still I would suggest you to wait for NEET UG 2022 notifications as there is no any update till now regarding the same.
