i have a up domicile issued in 2017 if i appear for neet counselling in 2019 then do i need a fresh domicile certificate

Dear Sir / Ma'm, it is always better to keep all the documents up-to-date. Even if you have a domicile certificate of 2017, to be on the safer side you can always make a fresh domicile certificate because sometimes the format of these legal documents change. So, it is always better to stay up-to-date in matters like these.
