Its uncertain to me which MNC are you talking about here , if its some multinational company then yes they don't generally require provisional certificate and even in the current period of time where these processes are taking much longer time.
So yes , finalyear marksheets are fully approved everywhere but you can be asked to fill an undertaking as in the case of DU and IITS.
