I have an interest in doing b.tech but I also want to write upsc IAS exam. So is btech a good option

To become an IAS officer there is no single course that you have to do. You need to have completed you graduation. So Candidates must hold a graduation degree in any discipline from a reputed university. After this you need to qualify the Union Public Service Commission Civil Services Exam. The exam itself is structured into three parts – the Preliminary (Civil Services Aptitude Test – CSAT), Main Exam, and finally the Interview.
You can take B.Tech and then go for UPSC exam. More over subjects like Civil Engineering, Electrical Engineering and Mechanical Engineering. are offered as optional subjects.
So first complete your graduation and in the meantime read more about the eligibilty criteria like the number of attempts, age limit, etc.
