I have ap bcb caste certificate but don't have telangana caste certificate can I give ap certificate in ts eamcet Councelling.

Yes! It's definitely applicable. The caste certificate is issued by the Tahsildar of the constituency that you live in. You can't have a Telangana Caste certificate. So it's perfectly alright. All the best.
