Yes you can apply for both state and all india quota. But ensure that the colleges you opt for are better than those that you get through state. If you get a college through AIQ in the first round then you must take admission to be eligibile for upgradation in 2nd round and the college you get in 2nd round, it will be mandatory for you to take your final admission in it. If you don't get your selected college(s) through AIQ in round one then you are de facto eligible for round 2.
According to latest rules pertaining to neet 2018 , yes if you are eligible in neet 2018 ; you can apply for state quota as well as all india quota. It's absolutely your choice .
