It is difficult for you to get any college with your JEE Mains score. 28 percentile is very less to get admission into any government and private colleges.

You can try for any other colleges if you have appeared for other entrance exams for Engineering and getting admission to your desired college.
If you are prepared for JEE Mains phase 4 and already have filled the application form, then you can attempt that as well. JEE Mains phase 4 is going to be conducted on 26, 27, 31 August and 1, 2 September 2021.
