yes you can apply with your non creamy layer certificate in 2020 as well but what is important is that you will need to renew it sells the basis of reservation of the non creamy layer would depend on the annual renewal of the certificate and kindly ensure that you get the certificate renewal before you apply for the aforesaid Kota and need 2020 because without renewal the certificate will not be valid for the next year's examination

As per the government guidelines, to avail reservation of Non creamy layer in OBC category, it is required to renew your certificate on yearly basis. So, if you don't qualify the entrance this time, make sure to renew your NCL certificate timely to use it in NEET 2020.
