see psus hires candidates based on their recruitment process and vacancy available on particular domain. in case vacancy is for electrical engineers, candidates have to complete bachelors in electrical or electrical and electronics engineering with gate score in EE. so since you have cleared gate from Instrumentation domain you are not eligible to apply. however If there is any vacancy for In / ee where both streams are allowed, then you can definitely apply.
