In most boards, the passing criteria for Class 12 subjects is:

• 33% marks overall (Theory + Practical)
• Separate passing in theory and practical (if applicable)

Since you got 23/70 in Chemistry theory , your total marks with practical included will decide if you pass. If your overall Chemistry marks (Theory + Practical) are 33% or more , you are passed .

For NEET eligibility, you need:

• 50% in PCB (General category)
• 40% (SC/ST/OBC)

If you meet NEET’s PCB percentage criteria , you don’t need an improvement exam . If not, improvement is required . Check your total PCB percentage before deciding.
