Hello Neha, you had not clearly mentioned about the counseling for which you want information. As if we talk about NEET counselling, then there is no need to register yourself again for the 2nd round when you doesnt get the seat in 1st round. You are eligible for the 2nd round if you are unable to get the seat previously.
