Yes, NIOS is a recognised board. It's been recognised by MHRD. You are eligible for IPU CET after NIOS from 12th

At the undergraduate level, GGSIPU offers BA, B.Com, BBA, BCA, B.Ed, BJMC & B.Voc courses in various streams. 10+2 in the relevant subject group is the minimum eligibility requirement to apply for these Ip University Courses. Admission is granted on the basis of a valid score in CET and counselling. For B.Ed program, the minimum eligibility is a Graduation degree from a recognized university with 50% marks in aggregate.
