yes after completing iti courses you can get admission in diploma courses. as diploma is 3 years course, you can join diploma from second year of the course as you have passed iti. for admission from second year diploma courses  you need to appear in the lateral entry exam test of diploma courses.

I have done diploma in chemical engineering and there were a lot of my classmates who took admission by lateral entry in second year of diploma after ITI. In government colleges, there are no entrance exams. There are fixed number of seats for C to D students.
You need to score 50-60% in ITI and the eligibility is 10+2 (vocational training).
