If you have successfully completed your class 10th in Telangana and want to apply for intermediate and higher studies in Andhra Pradesh, then yes, it is possible. There is nothing as such to take precautions though. After you have completed your intermediate in Andhra Pradesh, if you are answering EAMCET for further studies, then your local would be Telangana since you have completed your schooling there.
