Instead of regretting your future years for not reattempting the exam, you should take a drop for JEE and appear for the exam, armoured with your best preparation. you should stay motivated all the time without thinking that you are weak... all of us are special in some kind or other!!!! For eligibility in JEE Mains one needs to qualify the 10+2 examinations with Physics, Mathematics and any of the subjects - Chemistry, Biology, CS, or technical vocational subject.
Since you are not confident in appearing for JEE Mains, you can easily drop a year. There is no age limit for being eligible however, so being 19 years old isn't going to affect in any way. In case you do decide to drop a year and prepare, make sure to bring the syllabus under your grasp- practice previous year questions, solve sums, make notes, etc.
