Yes of course. You can apply for ug course in DU the next year. But you have to give entrance exam to get selected before getting admission.

University of Delhi has no restriction like you can apply only in the year in which you attempted class 12th board exams and got your result. You can very well apply next year for Undergraduate admissions in the University of Delhi.
The eligibility criteria is given below:
Student should have passed his/her 10+2 or equivalent examination from a recognized board.
There is no minimum age limit to get admission(except in profession courses).
Gap year(s) won't be restrictions for admission purposes.
The student should clear the merit score as displayed in the cut-off list. For courses which require entrance exam, the student should pass the exam with minimum score as per University of Delhi guidelines.

Yes you can apply for undergraduate course next year on the basis of cut off which no deduction of percentage according to previous year du admission rule.
You have to provide an affidavit for the gap year though.
The affidavit should state the reason for the gap. This can be a financial problem, you were attending some other course or anything. The best reason is financial problem as this can happen to anybody.
Thats it, it will be accepted and now you can enjoy your new college.
And your character certificate will be new issued under 6 months before the admission.
