I have counted students from state list my position is 230 and there are 299 seat,ihaveHK and general merit,bt I didn'tget any seatin round1

Yes, your analysis is correct that there wre 299 seats. Yes you have a fair chance of getting a seat in the 2nd councelling. So go and grab the seat. This situation was there even last year.
