i have cut off of 186.50 .can i get anna university civil course?

As per your cutoff score and previous year cutoff, the colleges you get in Civil Engineering are:-
Anna University Regional Campus - Madurai in 2nd round of counselling. The opening cutoff is 187.5 and closing cutoff is 164.5 last year.
PSG College of Technology ,Coimbatore-- The opening cutoff is 188 and closing cutoff is 188.5 last year in 1st round of counselling.
