Yes, you can apply for the 85%state quote counselling in both the states, the premilinary  requirement is that the candidate must be a domicile of that state  if he or she is applying for 85%state quote counselling.

The only problem is that  this will let the other deserving candidate not able to bag a single government seat in his or state only, many equally hard working candidates not able to make up to the government medical college due to this rule of domicile.

So, the main aspect is  yes you are eligible for both the state counselling with your domicile of two states..
