The eligibility criteria for applying to that course varies from college to college. You will have to check the respective college's website to determine your eligibility. For most of the colleges in India, however, you should be eligibile to spply, considering you have passed all the subjects and have an aggregate of 60%. You might have to appear for some entrance exams for getting into some colleges.
For applying to USA, you will have to give the SAT or the ACT and take an English proficiency exam (TOEFL or IELTS) to be eligible to apply. Colleges in USA require you to take the aforementioned exams and expects you to produce recommendation letters from your teachers and a statement of purpose along with your results from standard 9 till standard 12.
For applying to the UK, you won't have to appear for SAT or ACT (for most colleges as most of the Indian boards of education are recognized, however, if it isn't, you might have to take it) but you will still have to appear for an English proficiency exam (preferrably IELTS) and you will have to submit your standard 10, 11 and 12 results.
However, in any case, you will have to shortlist the colleges you want to apply to and visit their websites to determine your eligibility.
