I have done diploma from jharkhand and i met joint secretary in JAC board for 12th equivalent certificate but they flatly refused, don't get it from here college will provide you.

If the concerned regulatory authority has mentioned that you need to get that particular certificate from your college, then you surely need to talk about this to your college authorities and mention the specific information which the JAC Board secretary has mentioned. If possible, you can get it in written and show it to your college and request them to issue you the 12th equivalent certificate.
