i have done my 10 with 47% and 12 with 66% can i give sschsl exam

There is no minimum percentage requirement for being eligible for entering SSC CHSL examination. The minimum requirement is to pass senior secondary or intermediate exam and must be between the age of 18 and 27. You must have passed your 12th class board examination from a recognise board.
