Yes you can take part in the West Bengal counselling if you possess a domicile certificate of the state.Make sure that you register beforehand on the wesbite wbmcc.nic.in. While registering you will be asked to pay a fee of 2000Rs(since you belong to the general category) and also chose a domicile category.After which the steps of document verification,choice filling and seat allotment occur.Hope this helped.

For taking part in West Bengal counselling, you need to have a domicile of West Bengal.
You can try for colleges in West Bengal through All India Quota, but chances of government college with this rank through AIQ is quite rare this time . You can try for private colleges if you wish to study in Bengal
Otherwise you can get college in Delhi
