No, it does not make you eligible for delhi state quota. This is because you are not considered to be the permenant resident of Delhi. For being eligible for Delhi quota you need to have the domicile certificate of that state and have some proofs that will say you are resident of that city like electricity bills and property papers with your identity proofs. And before applying for Delhi state quota you should make sure that you have all your proofs ready with you as you will be given a centre where your proofs will be checked and then only your will be applicable for this . Not only this but also regular cutsoff for applying for any college/university will be required and you will be judged for both you regionality as well as your minimum egibility you need to maintain your score as well.

Home state quota in NEET refers to the state from where you have completed your 10th and 12th boards. You should possess a residency proof of that state. Hence considering that you have done your 10th and 12th from Delhi, you will be eligible for Delhi state quota.
