For admission in any engineering or medical colleges or any other colleges,  there is a State quota . If anyone want to take the advantage of state quota then he/she must have the "Local Residential Certificate" of that state then only they can claim for state quota.



State quota has nothing to do with the place from where have you passed your 10th or 12th.

The only condition is that you should have the Local Residential Certificate of the state in which you want to claim the state quota.
