To apply for maharashtra state medical counselling the Candidates should be a domicile of Maharashtra state or staying in the state for minimum of 10 years.
As you have domicile of maharashtra state you can apply for maharashtra state counselling.

If you have Maharashtra state domicile that means your parents must be residing in Maharashtra. You are eligible for applying a medical seat in Maharashtra. Also you must present your caste Certificate if any at the time of counselling.

To prove your domicile in any state a candidate needs to either have a permanent residence in the respective state or he or she should have passed his class 12th exams from that state. As you have not completed your 12 th studies from Maharashtra, so to prove your domicile you need to have proof of your permanent residence.
So if you are capable to present the proof. Then you are eligible for the domicile.
