I have done my 11th and 12th class from out of bihar and jharkhand state but I have the domicile certificate for bihar and all the other documents that are required. So, will I be eligible in state quota in bihar in Neet 2020

Being a domicile candidate of the state you are eligible and have a right to apply for examination.

But before applying for NEET see that you possess below mentioned eligiblity,
- Candidate must have 10+2 competition certificate
- candidates appearing for class 12 are also eligible
- Minimum age is 17 years
- There is no upper age limit
- One should possess 50% if UR,40% for OBC/SC/ST and 45% if PWD
- There is no attempt limitations
Once you are done with all this eligibility you are ready to apply for NEET.

Dear Saheb, few States like Punjab and Delhi offer eligibility to Candidates who completed 10+2 in their State to participate in their State Counselling. Now States like West Bengal and Tamilnadu do not go by this rule. Jharkhand is one amongst them. Only natives and permanent residents of Jharkhand are eligible for appearing in Jharkhand State NEET Counselling. So even if you have completed your 10+2 from Jharkhand, you still cannot participate in Jharkhand State Counselling. You will be only eligible for Bihar State Counselling.
