According to the Eligibility Criteria for admission to state quota seats in medical colleges of Tamil Nadu, candidates should be a native of the state.
As per the Eligibility Criteria-
- Students who are native of the state and have studied class 6 to class 12 in Tamil Nadu schools are not required to submit the nativity certificate.
- Candidates will have to submit the Nativity certificate only. Permanent Residence certificate instead of nativity certificate will not be accepted.
- Candidates who have completed Class 6th to Class 12th studies outside Tamil Nadu partly or completely in one or more states but are the native of Tamil Nadu are required to produce the original documents of their parent's certificate. Documents which need to be furnished by the parents of the candidate include Birth Certificate/SSLC/10th/12th/degree/diploma/professional course and ration card/passport to prove their place of birth in Tamil Nadu, to establish relationship between parent and candidate along with the nativity certificate of the candidate.
As you fulfill the eligiblity criteria, you would be eligible to apply for admission under State Quota seats in Tamil Nadu.

you should know the concept of state quota which is 85% quota & rest 15% is AIQ . If you want the state quota you should have a domicile of your native place ( residence address/ report cards)
every state has different criterias for claiming the state quota you should read more about your state but domicile is a must.

For obtaining 85% state quota for a state in NEET, you need to present the domicile of the state. The rules of getting domicile of a state vary from state to state.
As for tamil nadu, your parents should be permanent residents of the state for a period of at least 6 years. Then you could have the domicile of the state and thus the 85%state quota for NEET as well.
