according to notification candidate having degree ir diploma in civil/mechanical/electrical engineering and age having between 18 to 32 are eligible for appearing in SSC JE. In your case you did diploma in plastic technology which is not in the core branch list. So you are not eligible to apply for SSC JE.

Yes you can apply for SSC JE exam after your Diploma in Plastic Technology course.
The minimum qualification required for SSC JE is engineering degree or diploma. The age limit is 32 years of age.
