First of all, as far in my knowledge, you cannot do PhD in Commerce at all. You can do PhD only in the subject you have specialization or you have awarded Post Graduate degree by any UGC listed AICTE approved University/College in India.
If you have qualified NET in HRM, do apply for PhD in HRM (where there is HRM department) or do PhD in Business Administration selecting any topic of your interest (if you want it to be a HR topic, you may do the same).

Anyone who has completed an MBA is eligible to pursue a PhD in their subject of interest. Yes, it is possible to pursue a PhD in HRM after earning an MBA in Tourism and Hospitality management. PhD candidates must have received at least 50 percent in their post-graduate studies, and they must also pass an admission exam (NET) in order to be considered for the programme. I would advise you to prepare and ace NET so that you can do PhD from a reputed top institute.
