Since you have done your 10th and 12th from Jharkhand State, it directly implies you become eligible by default for the Home State Category in Jharkhand State Medical Counselling.

As far as Bihar State Government Counselling is concerned, you are only eligible for the Domicile Advantage, only if you have a Valid Domicile Certificate to your name issued by the State or District Administration, or if your permanent Address is in Bihar State on all your Documents.
