I have ex-defence, but not submitted certificate, at the time councelling i will produce the same. can i get seat under quota

You need to have the certificate attached at the points where it is asked.ifyou have not mentioned it during the form filling then it's impossible to get the benefit of quota even if you submit the same during the counseling.
