I have fill my registration form half and received registration id number but letter i decline it. because I want to fill the registration form in December. can I fill registration form again in December

You have been registered now, so you don't have to register again later on when you fill a fresh application. You can directly fill your application form later. Registration is the initial step and application is the latter.
Thus, you can fill your application form in December with the same registration ID number you have got now.
