i have filled my gate 20201 form in 2020 with EWS and i didnt have the form of year 2020 so at the tym of application forms and admission i have to submit EWS of year 2021 or of the year 2020 when I have filled the form.

Hello,
You must be aware of the fact that EWS comes with a validity period of one year. If your 2020 EWS certificate is still in validity period and doesn't exceed one year then you can submit the EWS certificate of 2020. But, if the validity of your EWS certificate has been expired and one year has been passed since the date of the issuance of your EWS CERTIFICATE then you have to submit the EWS of year 2021. Validity of EWS is very important.

The universities at the time of admission will see the EWS certificate of that year or the year when I applied the form as I filled my gate form in 2020 and admission will be in 2021

It depends on the Institute you are willing to take admission into, In IITs the Certificate must be issued on or after April 1st, 2021. Good Luck.
