Cast category certificate  is  enlisted in state list then your call certificate will in the respective state education and placement . But if your cast  is enlisted in Central list then your cast category certificate is applicable in education and placement in anywhere in India. As you have tweet from the state government of Bihar and if you category is list in Central list then your obc b cast certificate from. The state of Bihar is applicable to any states of India.

YES, your OBC certificate issued by bihar government will be applicable in WBJEE.

But, I would like to tell you that the OBC NCL certificate must be issued by the central government according to the latest guidelines mentioned on the WBJEE portals.

YOUR OBC certificate is only valid at central level if it is issued under central OBC list issued by central government for OBC NCL otherwise obc certificate issued by state government will only be valid in the state only because you come under state OBC list. Every state has a different caste falling under OBC list.

So, this means that you can only avail the OBC benefits and reservation benefits in Bihar aided government colleges and not on the government colleges of West Bengal. As you have obtained your caste certificate from Bihar, then you can seek reservation in Bihar only and you will be treated as General category in West Bengal .
