Different birth place and state of domicile won't be a problem. There are a lot of candidates whose parents are serving in transferable jobs and so the birth place and domicile state may vary. Domicile state is the state through which you'll get your counselling done in the future and you'll get your 85% state quota of that state. The birth place has nothing to do with it.
