Congrats on your GATE marks. EC is a very competitive branch when it comes to GATE and you need to have scored a minimum 500 for getting good IITs.
GATE 2019:
The GATE exam was organised this year by IIT Madras. The exams were held on February 2,3,9 and 10 2019. The results and qualifying cutoffs were released on March 15, 2019the cutoffs were based on various factors such as the number of candidates, the difficulty of the exam, number of seats available, etc.for moere information please refer to the link given below

The qualifying cut-off for EC this year is 24 for the OBC-NCL category. You are now eligible for admission into NITs and IITs.Please refer this link for more information - https://engineering.careers360.com/articles/gate-cutoff
Based on previous year's cut-offs your chances of getting a seat in an IIT looks like a long shot. You can try the lower ranked IITs but there is only a minute chance of getting admission. You can try state engineering colleges and lower ranked NITs.
