This is because,
You have passed your class twelfth board examination in 2019 but One is eligible for JEE Advanced for the maximum of two times and that too in consecutive years starting from the year of appearing for your 12th board examination .
So,
to be eligible for jee advanced 2021 one should have appeared for the Class 12th board examination for the first time either in the year 2020 or 2021,
So, if you've passed your 12th in 2019 you were eligible for JEE advanced 2019 and 2020 only and thus you are not eligible for JEE advanced 2021
