I have given open merit category instead tfw can I get councilling through tfw if I will submit tfw at the time of councilling

Well you can't change your category before councelling or in councelling because councelling or seat allotment is totally based on the category. They considered only that category which is filled in the application form submitted by the students because one of the factor of shortlisting the students are category.
So you can't change but you should attend the councelling as a open category student .
