Hi there,
Counseling has already started for ipu, you can check the first round cutoff on its official site through the link below :
https://ipuadmissions.nic.in/publicinfo/Public/View.aspx?page=80
If you are from outside Delhi it would be difficult for you to get a government college or even any other college in ipu. So, check the cut off list accordingly.
