I have got 17593 gmr and 955 sc rank in wbjee 2019. Can I get CSE or IT in Heritage Institute of Technology?

With a ranking of 17593 Gmr and 955 sc category, you definetly have a chance of getting any branch in Heritage Institute of Technology. I am an IT student in Heritage Institute and I would recommend you to opt for CSE inspite of IT because its far better.
Since Heritage closing cutoff for CSE branch is around 3000 in round 1 , you are 100 percent eligible for getting the desired stream.
