I have got 18283 rank in upsee and 3352 under girls quota. I want computer science. Which college should i go in? I am from up

You have good chance to get private colleges. You are not supposed to get a good government college. You can Get admission in different private college.And also it vary from branch to branch. As you are in girl quota you get some extra benefits. Your  choice is CSE so you are not able to get good government college. But you can get any other branch in some  government college ( Chhatrapati Shahu Ji Maharaj University Kanpur, Lucknow University).

But if your first and last choice is CSE then you can look for private colleges . CSE barnch has good job opportunities in private sector. It also depends on cutoff . It depends on the number of students appeared in the exam and difficulty of level. These are Colleges where you can apply:
