I HAVE GOT 2220 RANK...CAN I GET ANY OF THE NLUs IN 2nd or 3rd ALLOTMENT?

You don't seem to have much chance for an NLU considering your rank and if you belong to the general category in any allotment lists. But you do have fair chance in the vacancies in the lower or middle tier NLUs, if any.
