Unfortunately as per your rank OBC NCL category rank which is 25000, you won't be able to get chemical engineering or any other department even if you have the home state quota.
The previous year's cutoff for OBC Category in chemical engineering are as follows :-

2019 :- HS - 9394 , OS - 7211.
2018 :- HS - 6654, OS - 7165.

So as you can see there's a wide difference between the cut-off and your rank.
