With your rank in WBJEE there is a decent chance that you will be able to get a seat in ECE in Heritage Institute of technology. However, there is a bit of doubt whether you might secure a seat in CSE as last year the cutoff was closed at 31913 and cutoffs can vary each year, but you still have a chance.
